The paragraph 13 thing is posted on every incomplete home. Mine has it too. Sounds like their home is in the same condition as mine. Only problems are that my deposit isn't in escrow and I didn't have a time is of the essence clause in my AoS. Also, I looked at the PDF of the uninhabitable sign, and realized that it is signed off by Sean DeLong, who is the building inspector for Upper Hanover Twp. I've spoken with him on a few occasions about the condition of the exposed homes and he told me that IF THP ever finishes these homes there will need to be a third party inspection of the weathering and other environmental issues before anything happens. He was very pleasant, helpful, and informative.

I certainly wouldn't let that stop you. The fact of the matter is, if you have an incomplete home exposed to the elements it will never be able to be occupied.
