I haven't been there myself but I can look into this and other issues.
As for parking and accessibility, here's what google maps looks like of the area : 900 Market Street, philadelphia pa - Google Maps You can also view a street view to get a real good idea of what it looks like in the area.

There's plenty of garages and lots in the near vicinity. Although, a word of caution...you're looking at around $20 for parking (depending on the lenght of the hearing). Most garages have a $20 daily max.
